Job Description PHADA is seeking a Policy Analyst to lead research, analysis, and advocacy on federal housing policy, legislation, and regulations affecting affordable housing broadly, and the public housing and Housing Choice Voucher programs specifically. In collaboration with PHADA’s policy team, this role is responsible for tracking and interpreting federal policy developments, analyzing data and operational impacts, developing recommendations to inform advocacy strategies, and keeping members well-informed. The Policy Analyst will also collaborate with internal teams, members, and external partners to advance PHADA’s policy priorities and support effective program implementation and compliance. Key Responsibilities and Duties Conduct research, analysis, and ongoing monitoring of federal housing policy, legislation, and regulations affecting public and assisted housing and community development. Track legislative and regulatory developments and represent PHADA in meetings with HUD, Congressional offices, and other federal stakeholders. Draft advocacy materials, regulatory and legislative comments, policy briefs, and analysis on behalf of the Association. Prepare and write substantive articles for PHADA’s biweekly newsletter, the Advocate, and other member communications. Analyze data to identify housing trends, operational impacts, and policy needs, and develop strategic recommendations. Support PHADA’s advocacy efforts by preparing oral presentations, briefing materials, and talking points on pertinent housing issues. Respond to member inquiries and provide policy guidance and technical assistance related to public and assisted housing programs and regulatory compliance. Collaborate with congressional representatives, government officials, housing authority leaders, nonprofit partners, and other stakeholders to advance PHADA’s policy priorities. Assist in the development and coordination of new policy initiatives, projects, and operational guidance. Staff PHADA’s national conferences, support member regional conferences, and other member engagement activities, as needed. Qualifications and Experience Education Bachelor’s degree in Public Policy, Public Administration, Urban Planning, Sociology, or a related field required; master’s degree preferred. Experience Demonstrated knowledge of and experience with public and assisted housing programs is required; Prior work or board experience at a public housing authority is strongly preferred. Minimum of 3 years of professional experience in policy analysis, research, advocacy, or affordable housing-related work. Qualifications Exceptional written and oral communication skills, including the ability to draft clear policy analysis, advocacy materials, and member communications. Experience analyzing data and trends and translating findings into actionable recommendations; familiarity with data visualization tools is a plus. Strong critical‑thinking skills with the ability to manage multiple projects, engage effectively with stakeholders, and represent the Association professionally and with minimal oversight. Preference will be given to candidates with experience working directly in the affordable housing industry, in legislative advocacy, communications (including social media), or past work at a trade association. PHADA provides a competitive salary and excellent benefits. Position is based in Washington, DC, with opportunities for telework. The salary range for this position is $80,000–$100,000.
